A pet travel health certificate is an official veterinary document confirming that your dog or cat has been examined and appears healthy for travel. Depending on the destination, it may also document your pet's microchip, rabies vaccination, other vaccines, parasite treatments, rabies antibody titer testing, and required import paperwork. For international travel, the USDA recommends contacting a USDA-accredited veterinarian as soon as you decide to travel.
Many countries require an ISO-compliant microchip before travel, and for some destinations the microchip must be implanted before the rabies vaccination used for travel. For the European Union and the United Kingdom, pets may need to wait at least 21 days after a primary rabies vaccination before entry. A rabies titer test measures whether your pet has enough rabies antibodies after vaccination; countries that commonly require titer planning include Japan, Australia, New Zealand, South Korea, and the United Arab Emirates.
Domestic U.S. airline travel typically needs 1–3 weeks; Canada and Mexico 2–4 weeks; the European Union, United Kingdom, and Latin America/Caribbean 4–8 weeks; South Korea and the UAE 2–4 months; Japan 6–8 months; Australia 6–9 months; and New Zealand 6+ months. Japan requires a 180-day waiting period after the rabies antibody blood sample for many dogs and cats, and Australia requires at least 180 days after the RNATT blood sample arrives at the laboratory.
Dogs and cats traveling to the EU usually need an ISO microchip, a rabies vaccination after microchip placement, an EU Health Certificate, USDA endorsement, and an owner declaration for non-commercial travel; new non-commercial EU certificates go into effect October 1, 2026. The UK requires tapeworm treatment for dogs 24–120 hours before entry. Japan requires advance notification at least 40 days before arrival. South Korea requires a rabies titer of 0.5 IU/ml or higher.
